Kualitas staf dapat diidentifikasikan sebagai berikut: kompetensi teknis staf (Leitheseir and Wetherbe,1991; Magal,1993-94), pelatihan staf( Magal,l988), pengetahuan mengenai perkembangan teknologi (Leitheiser and Wetherbe,1991), komunikasi dengan para pengguna (Leitheiser and Wetherbe,1991; Magal,l993-94; Mirani and King,1994), pengetahuan tentang bisnis dan masalah para pengguna( Leitheiser and Wetherbe,1991; Magal,1988), serta jenjang karir untuk staf(Magal,1988).
